Mechanisms for monitoring and evaluating programmes implemented by Non Governmental Organizations or NGOs in Sierra Leone have been most inefficient over the years.
Dr. Richard Conteh, Deputy Minister of Finance and Economic Planning told CTN that a draft revised NGO policy regulation in the country would soon be put forward to cabinet for deliberation. The objective, he added, was to map out the framework for NGO operations in the country. He said some NGOs were not properly registered and were working outside the guiding principles for Non Governmental Organizations. Dr. Conteh said the monitoring of NGO’s would be decentralised. The Deputy Minister of Finance and Economic Planning pointed out that a real data base would be established to capture how much NGOs bring into the country and how it such resources could be fed into the country’s consolidated framework.
